Legislation introduced in 2015 mandates that all moped and scooter operators register their vehicles and maintain the proper license and insurance, when applicable. Registration is divided into two categories, Class A and Class B, depending on the size of the engine. Despite these regulations, mopeds and scooters are often treated much more casually than other types of vehicles by both operators and others around them on the road. In fact, the Consumer Product Safety Commission released a study that showed about two-thirds of all motorized scooter-related emergency room visits involved drivers who were under the minimum age of 15.
