Garner, who started as an intern at the daycare and then became an employee, had captured the horrendous acts on his phone with geo-tagging on the photos linking it to the facility. He was also connected to an online child pornography ring, and his despicable lack of remorse for these acts has resulted in public outrage. 

Along with the inappropriate images, Garner is alleged to have inappropriately touched the children in his care, including a 5-year-old girl, and many others have filed reports of similar complaints. The parents had reported their concerns to the daycare facility, but nothing was done to protect the children.

While Garner’s revolting actions are criminal, the failure to supervise, provide a safe environment, and properly train and vet employees is on the daycare. Management failed to take action after receiving warnings of suspected abuse.
