Affidavit Released Detailing Complaints and Testimonies Against Dr. Hedrick

Dr. William Hedrick was the overseeing doctor at 11 Northern Indiana Medical Clinics, the Centers for Pain Relief, when the investigation against him began in January of 2013. After several complaints were filed against Dr. Hedrick and his treatment of patients, an investigation was opened surrounding the activity at these pain clinics. In connection with the investigation, search warrants were granted to search the premises of four Fort Wayne area clinics that were affiliated with Dr. Hedrick.

As a result of the initial investigation, enough evidence was found that supported the complaints made by patients and their families, that Dr. Hedrick was put on a strict 2-year probation. His probation detailed the need for full compliance, or the removal of his medical license would occur. The probation required him to be monitored by a state-approved physician, to keep detailed records of his encounters with patients, it restricted his ability to prescribe certain medications, and also limited the number of people he was able to supervise during this time period.

During this time, Dr. Hedrick was supervised by Dr. Michael Whitworth. Dr. Whitworth kept detailed reports of Dr. Hedrick’s activities, especially focused on his prescribing habits, which even under probation were out of control. Dr. Whitworth’s reports say things like:

  • “Patient is receiving morphine contrary to Federal FDA opioid guidelines issued last year regarding the requirement for round the clock dosing.”
  • “The injection is non-standard and raised red flags in Medicare patients will not pay for sacroiliac hyaluronate, an expensive item.”
  • “This injection is non-standard and may cause administrative and billing concerns concerns in Medicaid patients.”
  • “MS ER given once a day is not an approved FDA indication for the drug.”
  • “Inappropriate prescribing of two simultaneous long acting opioids plus one short acting opioid.”
  • “Potential for overdose from inappropriate external provider prescribing of the dangerous combination of valium plus methadone is being worsened by prescribing Percocet.”

The illicit behaviors of Dr. Hedrick continue on and on in the reports written about him, in forms of dangerous prescribing practices, as well as insurance fraud, Medicaid fraud, and many others. During this probation period, in July of 2013, Dr. Hedrick opened the Centers for Pain Relief in Muncie, IN, the 12th branch under his supervision. Suspicions arose after the opening of this office that it became the hub for his illegal activity, as a place that was yet out of reach of investigators search warrants.

In conjunction with the investigation, several former employees of Dr. Hedrick came forward to the police with concerns about the treatment of patients at the Muncie office. When these former employees came forward, it was also discovered that there were eight former patients of Dr. Hedrick’s who had suffered fatal drug overdoses, seemingly as a result of the prescriptions they had received from the doctor..

In October of 2014, an affidavit was filed in request of a search warrant for the Muncie office, where investigators hoped to find enough evidence to support the testimony of multiple former employees who all believed Dr. Hedrick to be guilty of numerous crimes, and responsible for the deaths of these eight patients.
